Government renames four ministries, creates two new ones

The Cabinet of Ministers has adopted a resolution on the optimization of central government bodies, renaming four ministries and creating two new ones.

A respective document, No. 829 of September 2 titled "Some Issues of Optimization of the System of Central Executive Government Bodies," has been posted on the website of the Ukrainian government.

The resolution states that in order to optimize the system of central executive government bodies, the Cabinet of Ministers renames the Ministry of Regional Development, Construction, Housing and Utilities to the Ministry of Development of Communities and Territories of Ukraine, the Ministry of Economic Development and Trade to the Ministry of Economic Development, Trade and Agriculture of Ukraine, the Ministry of Ecology and Natural Resources to the Ministry of Energy and Environmental Protection of Ukraine and the Ministry of Veterans to the Ministry of Veterans, Temporarily Occupied Territories and Internally Displaced Persons of Ukraine.

At the same time, according to the resolution, the government reorganizes the Ministry of Agrarian Policy and Food by joining it to the Ministry of Economic Development, Trade and Agriculture, the Ministry of Energy and Coal Industry by joining it to the Ministry of Energy and Environmental Protection and the Ministry of Temporarily Occupied Territories and Internally Displaced Persons by joining it to the Ministry of Veterans, Temporarily Occupied Territories and Internally Displaced Persons.

In addition, according to the document, the government sets up the Ministry of Culture, Youth and Sports of Ukraine on the basis of the Ministry of Information Policy. This newly created central executive government body was entrusted with the tasks and functions of the Ministry of Culture and the Ministry of Youth and Sports, which are being liquidated.

According to the resolution, the Ministry of Digital Transformation of Ukraine is being created through the reorganization of the State Agency for Electronic Governance.

The government decided that central executive government bodies being formed through the reorganization of other central authorities are the heirs to the property, rights and duties of the bodies being reorganized, whereas central executive government bodies that are being liquidated under this resolution continue to perform their functions and powers in designated areas before the completion of measures on the creation and/or reorganization of executive government bodies to which respective powers and functions are being delegated.

The Justice Ministry was instructed to submit within a week a draft government document on the formation of commissions for the reorganization of the Ministry of Energy and Coal Industry, the Ministry of Agrarian Policy and Food, the Ministry of Temporarily Occupied Territories and Internally Displaced Persons, the Ministry of Information Policy, the State Agency for Electronic Governance and the formation of commissions for the liquidation of the Ministry of Culture and the Ministry of Youth and Sports.
