"Several days ago, as is right and proper, I sent a letter to Director of the OSCE Office of Democratic Institutions and Human Rights (ODIHR) Ingibjorg Solrun Gisladottir with the invitation to send a monitoring mission to the presidential election in Ukraine," he wrote on his Facebook page.
At the same time, according to Klimkin, the Ukrainian Foreign Ministry will not accept applications for registration of Russian observers.
"I deem it necessary when it comes to observers from the aggressor and occupation country. By the way, there were many such precedents in OSCE practice," he added.
Klimkin also said the decision by Ukraine's Central Election Commission to close polling stations in Russia was right and advised those who do not agree to go to court.
As reported, the presidential election in Ukraine will be held on March 31.
