Government approves annual NATO-Ukraine program

The Cabinet of Ministers has approved the Annual National Program (ANP) under the auspices of the Ukraine-NATO Commission for 2018 and also adopted a respective draft presidential decree for the further introduction of an act for signature by the head of state.

Such a decision was made at a government meeting on February 14, according to the government portal.

"The ANP is the main program document that directs and regulates the entire range of issues of cooperation with NATO. The program for 2018 contains 444 measures with the participation of 58 ministries and departments, without taking into account local authorities and other institutions and organizations," the report says.

Ukrainian Deputy Prime Minister for European and Euro-Atlantic Integration Ivanna Klympush-Tsintsadze noted at the government's meeting that the ANP is the main strategic document for planning domestic reforms in the context of Ukraine's interaction with the North Atlantic Alliance. The purpose of this interaction is to prepare for membership in NATO.

"According to its content and format, the transformed and modernized ANP for 2018 is increasingly becoming similar to modern strategic documents. The annual increase in the number of cooperation events indicates, in particular, a positive algorithm of intensification of cooperation, expansion of spheres of interaction," she said. 

According to the government, the program for 2017 contains 375 measures, of which 307 (81.9%) were implemented, 49 are being implemented (13%), and 19 were not implemented for objective reasons. The presence of unfulfilled measures is explained, first of all, by the cancellation or postponement of their implementation for 2018 on the organizers' initiatives, as well as the reorientation of urgent needs in connection with the anti-terrorist operation in Donetsk and Luhansk regions.
