PACE adopts resolution on humanitarian consequences of war in Donbas

PACE adopted the resolution based on the report "Humanitarian consequences of the war in Ukraine."

The document was supported by 50 PACE members, while seven members voted "against", an Ukrinform correspondent reports.

The resolution calls on the member states of the Council of Europe to exert maximum efforts to end the conflict in Donbas. The resolution also urges the Russian Federation to cease all financial and military support to the illegal armed groups in the Donetsk and Luhansk regions; ensure the respect of human rights and the security of all the people living in annexed Crimea; cease the policy of shifting the demographic composition of the population of annexed Crimea.

"We are very satisfied with the result. Of course, the resolution reflects the real situation in Ukraine. This document confirms that the war has caused the humanitarian catastrophe," member of the Ukrainian delegation, MP Oleksiy Honcharenko said in a commentary to an Ukrinform correspondent.

He also noted that a very important amendment about the source of aggression was adopted.

“The draft resolution was about the humanitarian situation caused by the war in eastern Ukraine. After the amendment proposed by the Ukrainian delegation was made and adopted, the resolution states that the current humanitarian situation is the consequence of the ongoing war of Russia against Ukraine,” Honcharenko stressed.

He stressed that "one of the main international institutions has actually recognized that the war between Russia and Ukraine takes place on our territory."

In addition, the resolution recommends to create affordable loan programmes to provide IDPs with housing and to convene an international humanitarian conference on Ukraine to raise funding for the humanitarian relief plan.
