Government approves concept of health system reform

“The concept offers a model of such a system [the national system of medical insurance] and a phased way of its implemented,” Deputy Health Minister Pavlo Kovtonuik said, an Ukrinform correspondent reports.

According to him, the concept concerns three areas: collection of contributions through general taxation, which will be transferred to the state budget; establishment of a national insurance company - the National Health Service state operator; payment for each individual service.

According to the deputy minister, as early as in 2017 Ukrainians will be able to freely choose a doctor at the level of primary care.
