Germany has already provided more than EUR 1.2 billion in emergency support to Ukraine's energy sector, making it the largest bilateral donor in this field.

According to Ukrinform, Parliamentary State Secretary at the German Federal Ministry for Economic Affairs and Energy Stefan Rouenhoff stated this during the international conference "Energy Security – Lessons from Ukraine" held in Berlin on Tuesday.

"Germany stands with Ukraine. We are the largest bilateral donor in the energy sector, with more than EUR 1.2 billion in emergency support," Rouenhoff said.

He stressed that Russia is launching hundreds of drones and missiles in an attempt to break Ukraine's resilience and destroy its energy system, which is why support must match the urgency of the situation on the ground.

According to the official, following a visit by German Economy and Energy Minister Katherina Reiche to Kyiv in October 2025, an inter-ministerial task force was established. "It connects directly with Ukrainian and German energy companies. It listens, it reacts, it delivers," he said.

Rouenhoff also noted a significant increase in deliveries of spare parts from German companies compared to the previous heating season.

Germany has also continued its support for the Ukraine Energy Support Fund, contributing EUR 557 million, which accounts for one-third of the fund's total resources.

He also emphasized the importance of building strategic reserves.

"Germany and German funding now support Ukraine's plan to build spare parts stockpiles. This strengthens the system before the next wave of attacks," he said.
