Russia attacked Ukrainian railway infrastructure over 1,500 times since start of 2025
According to Ukrinform, the Ministry’s press service released information about the meeting.
Deputy Minister Oleksii Balesta reported that in 2025–2026 more than 1,535 attacks targeted railway infrastructure, damaging over 17,260 facilities and more than 300 locomotives. Forty railway workers were killed and 258 injured as a result.
Balesta stressed that Ukraine’s railways have operated under constant military threat for more than four years while maintaining continuity of transport and logistics. “Our approach is systemic resilience, combining threat detection, protection, personnel training, rapid recovery, and clear management. It is impossible to protect everything, but ensuring continuity of movement is possible — and we are doing it,” he emphasized.
Deputy Minister Andrii Kashuba focused on challenges facing the maritime sector and port infrastructure under constant Russian attacks. He noted that Ukraine has developed unique practical experience in keeping the port industry functioning under permanent military threat and continues to operate the Ukrainian maritime corridor despite unprecedented challenges.
Ukraine proposed that partners join the Railway Resilience Forum and, with NATO involvement, develop joint plans to protect critical infrastructure and implement pilot projects to test solutions under real conditions.
Participants also discussed support for Ukraine in restoring and protecting transport infrastructure, as well as further coordination with international partners on transport security and logistics resilience.
As reported, Ukrzaliznytsia is deploying more than 800 modular shelters nationwide due to the growing number of attacks on railways. The shelters will be produced by Ukrzaliznytsia itself and installed at the most dangerous sites: near critical facilities ensuring train movement and at stations lacking permanent shelters. Overall, about 980 railway infrastructure attacks have been recorded since the beginning of 2026.
