European Parliament approves “enhanced cooperation” for €90 billion EU loan to Ukraine

The European Parliament has endorsed a decision by the European Council adopted in December 2025 to apply the enhanced cooperation procedure for providing Ukraine with a €90 billion support loan.

At a session in Strasbourg, 499 Members of the European Parliament voted in favor of the procedure, 135 voted against it, and 24 abstained, Ukrinform reports.

The EU loan decision was agreed at the EU summit in Brussels on December 18, 2025, and presented by the European Commission on January 14, 2026. Since the Czech Republic, Hungary, and Slovakia did not support the loan, the agreement was reached under the enhanced cooperation procedure. This mechanism allows EU member states to cooperate in specific areas. Under existing treaties, the enhanced cooperation procedure required the consent of the European Parliament.

Further steps will now be coordinated between the Parliament and the Council through the ordinary legislative procedure.

Earlier, lawmakers gave preliminary approval to accelerating the legislative procedure for the EU financial support package for Ukraine and also decided to speed up work on the accompanying proposal to amend the so-called Ukraine Facility.

As reported by Ukrinform, the European Parliament supported an accelerated review of granting an EU loan to Ukraine.
