Zelensky enacts NSDC sanctions against 56 vessels illegally exporting grain from Ukraine

President Volodymyr Zelensky has signed a decree enacting the National Security and Defense Council’s decision to impose sanctions on 56 maritime vessels that illegally entered Ukrainian ports temporarily occupied by Russia and exported Ukrainian agricultural products between 2022 and 2025.

The corresponding decree, No. 860/2025, was published on the President’s website, Ukrinform reports.

According to the website of the President of Ukraine, “among them are vessels that loaded thousands of tons of stolen Ukrainian wheat, sunflower seeds, and other food products in the closed ports of Sevastopol and Feodosia – both temporarily occupied by Russia – and transported them abroad. In addition, many of these vessels are already under sanctions imposed by other countries, including the European Union, the United States, and Switzerland.”

It is noted that the ships did not sail only under the Russian flag: 17 of them operated under the flags of other countries.

The President’s Office assured that Ukraine will work with the relevant states to stop the issuance of licenses for these vessels.

“Ukraine will continue to increase pressure on Russia in every possible domain and will closely synchronize its decisions with partners to compel the aggressor state to end the war it has launched against our country and our people,” the statement reads.

The list of vessels sanctioned is included in the annex to the published presidential decree.

As reported, Presidential Decree No. 67/2025 imposes sanctions on 56 Russian citizens and one Iranian national who are captains of vessels in Russia’s shadow fleet, along with associated individuals.
