As of the morning of October 13, emergency power outages have been enforced in seven Ukrainian regions. In the Zaporizhzhia region, the restrictions apply specifically to industrial consumers, while the Chernihiv region is operating under scheduled rolling blackouts.

According to Ukrenergo, Ukraine’s national grid operator, the outages were caused by damage from the latest Russian missile strikes.

“Due to the challenging situation in the United Energy System of Ukraine caused by previous Russian attacks, emergency power outages were implemented this morning in the Kharkiv, Sumy, Poltava, Donetsk, Dnipropetrovsk, Zaporizhzhia (for industrial users) region, and partially in the Kirovohrad region. In the Chernihiv region, the local utility has introduced rolling blackouts affecting two consumer groups,” the statement reads.

As of 09:30 Monday, electricity consumption across Ukraine was 9.5% higher than on October 9—a weekday when no emergency outages were in effect. The increase is attributed to falling temperatures and persistent cloud cover across most of the country. The use of electric heaters ahead of the heating season has added further strain to the grid.

“Given the impact of recent strikes and current weather conditions, minimizing electricity use is vital today. If you have power, please avoid using multiple high-consumption appliances simultaneously throughout the day,” Ukrenergo urged.

In the Sumy region, emergency outage schedules have been introduced due to damage to energy infrastructure caused by Russian shelling, the Sumy City Council reported via Telegram.

“At the instruction of Ukrenergo, emergency outage schedules have been implemented in the Sumy region,” the statement said.

Currently, four consumer groups are subject to scheduled emergency outages. The city council emphasized that it is not possible to notify consumers in advance about the duration of outages under these emergency schedules. All restrictions will remain in place until lifted by Ukrenergo.

As previously reported, on the night of October 10, Russia launched another large-scale attack targeting Ukraine’s energy infrastructure—primarily generation facilities on the country’s left bank. Emergency outages were enforced in several regions as a result of the damage.
