Ukraine requires $17.3B in 2025 for priority recovery efforts

Ukraine will need $17.3 billion in 2025 to address key recovery needs, including housing, energy, infrastructure, transport, and social protection.

This was announced by Deputy Finance Minister Olha Zykova at the Global Borrowers & Bond Investors Forum, according to Ukrinform, citing the Ministry of Finance.

Zykova noted that $7.4 billion of the total has already been secured through the state budget and support from international partners. The remaining $10 billion must still be raised.

“The main areas that require priority funding are the housing sector, energy, critical and social infrastructure, transportation, and social protection,” she stated.

She also emphasized the government’s commitment to engaging the private sector in the recovery process by implementing reforms and introducing new financial instruments.

As previously reported, the fourth Rapid Damage and Needs Assessment (RDNA4) estimates Ukraine will require nearly $524 billion over the next decade to achieve full recovery—an amount equivalent to 2.8 times the country’s projected 2024 GDP.
