Digital state impossible without trust in strong institutions – Estonia’s Minister of Infrastructure

The biggest challenge in creating a digital state is not developing software or maintaining servers but building citizens' trust in strong legal institutions.

Estonia’s Minister of Infrastructure, Vladimir Svet, stated this in an interview with Ukrinform.

"The digital state is not possible without strong institutions of law. People must have trust. You have to develop that trust in state agencies that deal with the digital state. You cannot create a digital state without it — or it will coexist with the old system. That is the biggest challenge and not the creation of software and servers," he said.

The minister added that Estonia is assisting Ukraine with the digitalization of services while also learning new practices, such as making ID cards accessible via mobile phones.

As reported by Ukrinform, a study by the Kyiv International Institute of Sociology found that in 2024, every second Ukrainian used electronic government services, most commonly through the Diia app or portal.
