Russia to be held accountable for Ukraine’s land fund losses

Russia will be held responsible for damage inflicted to Ukraine's land fund.

The Ministry of Agrarian Policy is developing a methodology for evaluating the damage and losses to the land fund as a result of Russia’s armed aggression.

This was announced by the Minister of Agrarian Policy and Food of Ukraine, Mykola Solskyi, Ukrinform reports.

According to the minister, the cost of land recultivation will be taken into account when calculating the damage and losses; losses to owners (users) of agricultural land plots; costs for restoration of sowing areas; demining costs, etc.

“Most of the lands, including agricultural lands, with sowing infrastructure, has suffered significant damage, while their owners and users incurred losses. All this must be reimbursed in full, including not only the actual losses but also the lost profits. We plan to attract the best specialists with international experience to develop other indicators and methods,” Mykola Solskyi emphasized.

Damage and losses incurred by Ukraine as a result of Russia’s armed aggression shall be evaluated in 15 areas:

1) human losses and related social costs;

2) economic losses associated with human losses;

3) military losses;

4) losses related to ensuring public safety and order, combating crime, ensuring road safety;

5) losses of housing stock and objects of housing and communal services;

6) losses to the land fund;

7) losses to the forest fund;

8) subsoil losses;

9) losses as regards water areas;

10) losses caused to the nature reserve fund;

11) losses in transport infrastructure, telecommunications network and communications;

12) losses in energy infrastructure;

13) losses in terms of cultural heritage;

14) economic losses of enterprises;

15) losses of institutions and organizations.

Memo: On March 20, 2022, the Cabinet adopted Resolution of the Cabinet of Ministers of Ukraine, No. 326, “On Approval of the Procedure for Assessing Damage and Loss Inflicted on Ukraine as a Result of Russia’s Armed Aggression.”

The ministries, other central and local executive bodies responsible for assessing such damage and losses shall annually provide the Ministry of Reintegration of the Temporarily Occupied Territories with relevant information by April 1.
