"In January-October 2020, Ukrzaliznytsia paid UAH 7.1 billion in taxes to local budgets, of which about UAH 3.1 billion were land taxes. Meanwhile, over the reporting period, the company received only UAH 55.8 million or 23% as compensation for services provided for the transportation of citizens of privileged categories carried by suburban trains,” reads the report.
Ukrzaliznytsia stresses that such a low level of compensation by local authorities for social transportation and at the same time a high tax burden significantly limit Ukrzaliznytsia’s ability to improve services in the suburban sector. First, this relates to the renewal of outdated trains. The local authorities do not fulfill their obligations to Ukrzaliznytsia and do not pay compensation on time and in full for the transportation of privileged categories of citizens by suburban trains in their regions.
In total, in January-October 2020, debts of local authorities to Ukrzaliznytsia for the transportation privileged categories of citizens by suburban trains exceeded UAH 186.1 million. Among the largest debtors are Kharkiv region (UAH 32.8 million), Kyiv region (UAH 21.6 million), Dnipropetrovsk region (UAH 16.2 million), Lviv region (UAH 16.2 million), Odesa region (UAH 10.8 million), Ternopil region (UAH 8.7 million) and the city of Kyiv (UAH 24.9 million).
