The Verkhovna Rada of Ukraine approved at second reading and as a whole the bill on postponing the introduction of the Electronic Trading System (ETS) for concession tenders until September 1, 2021.

According to an Ukrinform correspondent, 280 MPs voted for the relevant law “On amending item 1 of section XII to the Final and Transitional Provisions of the Law of Ukraine ‘On Concession" (No.3961), an Ukrinform correspondent reports.

According to the explanatory note to the bill, the document envisages the postponement of the introduction of the ETS for concession bidding from October 1, 2020 to September 1, 2021. These changes will provide enough time to develop quality and clear rules for the functioning of the ETS, guaranteed proper protection of confidential information posted in the system.

As expected, the implementation of the law will have a positive impact on the key interests of stakeholders. In particular, it will ensure the possibility of increasing investment in the national economy by developing and implementing clear and unambiguous rules of the ETS, as well as the possibility of creating, posting, releasing and exchanging information and documents in electronic form, conducting concession tenders and competitive dialogues. The law will also enable the publication of documents in the procedure of direct negotiations with the lessee of state property transferred to the concession.
