Zelensky orders government to prepare bills aimed at developing IT industry in Ukraine
The relevant decree, No.371/2020, has been published on the president’s website.
According to the document, the Cabinet of Ministers, MPs and representatives of state bodies, business associations, independent experts must develop within three months and submit to Parliament bills aimed at stimulating the implementation of economic activities in the IT industry.
In particular, some temporal aspects of taxation of salaries of IT specialists, who are in labor relations with IT companies, should be determined at the legislative level in order to establish an effective level of tax burden. This will promote de-shadowing of the salary in the IT sphere and increase the competitiveness of domestic IT companies on the foreign market.
In addition, the government should improve the procedures for obtaining an immigration permit for IT specialists who are foreigners or stateless persons and immigrating to Ukraine, as well as a work permit for foreigners and stateless persons.
The Cabinet of Ministers should also contribute to the development of education in the IT sphere and the integration of the best world practices into the system of training IT specialists to increase their competitiveness in the labor market etc.
