Ministry of Digital Transformation submits bill on virtual assets for public discussion

The Ukrainian Ministry of Digital Transformation has submitted the draft law "On Virtual Assets" for public discussion.

"The Ministry of Digital Transformation has submitted its draft law ‘On Virtual Assets’ for public discussion. It has been developed jointly with the inter-factional parliamentary association Blockchain4Ukraine and the blockchain community,” the ministry wrote on its Telegram channel.

According to the ministry, the law provides for the legal status of virtual assets, which allows regulating the procedure for establishing the rights of individuals to such assets, their use and circulation in the Ukrainian market; the range of entities, market participants, whose activities are subject to state registration; rules for the issuance of virtual assets, the possibility of implementing both public and private offer; the regulator of the market of virtual assets, as well as the scope of its powers and functions;  liability for violation of the rules of conduct of activities by certain market participants of virtual assets.

In addition, citing the translated materials of foreign media outlets is possible only if there is a link to the website ukrinform.net and the website of a foreign media outlet. Materials marked as "Advertisement" or with a disclaimer reading "The material has been posted in accordance with Part 3 of Article 9 of the Law of Ukraine "On Advertising" No. 270/96-VR of July 3, 1996 and the Law of Ukraine "On the Media" No. 2849-Х of March 31, 2023 and on the basis of an agreement/invoice.
