Parliament removes ‘tobacco amendment’ from law on single account for paying taxes

The corresponding decision was supported by 279 MPs, an Ukrinform correspondent reports.

The Head of State submitted three proposals regarding the law on single account for paying taxes and duties and the single social security contribution to the Parliament.

The President proposed to remove Paragraph 2 of Section II "Final and Transitional Provisions" of this law regarding the amendments to Article 18 of the Law of Ukraine "On State Regulation of Production and Circulation of Ethyl Alcohol, Cognac and Fruit Spirits, Alcoholic Beverages, Tobacco Products and Fuel" as it does not comply with the Constitution, the Economic Code of Ukraine, and the Law of Ukraine “On Prices and Pricing” and, therefore, cannot be upheld.

In addition, Zelensky proposed to set forth amendments to Paragraph 1 of Part 10 of Article 9 and Paragraph 1 of Part 12 of Article 25 of the Law “On Collection and Management of Single Social Security Contribution” with consideration to amendments introduced by the Law of Ukraine “On Amendments to the Customs Code of Ukraine and Some Other Legislative Acts of Ukraine due to Implementation of Administrative Reform” under which the term “tax authority” instead of the term “body of revenues and duties” is used in the relevant provisions.

On October 4, 2019, the Verkhovna Rada adopted the Law of Ukraine “On Amendments to Some Laws of Ukraine on the Introduction of Single Account for Paying Taxes and Duties, Single Social Security Contribution” (bill No. 1049) related to the Law of Ukraine “On Amendments to the Tax Code of Ukraine on the Introduction of Single Account for Paying Taxes and Duties, Single Social Security Contribution.” Both documents introduce a single account for paying taxes and single social security contribution.
