Unbundling process officially completed - Kobolyev

The gas transmission system operator of Ukraine separated from the Naftogaz group and completely transferred to the management of PJSC Mahistralni Gazoprovody Ukrainy (Main Gas Pipelines of Ukraine). Thus, the unbundling process is officially completed.

Andriy Kobolyev, CEO of NJSC Naftogaz of Ukraine, wrote this on Facebook on January 1.

"The independent GTS operator completely separated from the Naftogaz group and began autonomous work - transporting natural gas to consumers in Ukraine and the EU," he wrote, congratulating the teams and design teams of the GTS operator, Ukrtransgaz, Mahistralni Gazoprovody Ukrainy and Naftogaz on the timely and successful implementation of important national project.

According to Kobolyev, this was the most significant reform in the energy sector in the history of independent Ukraine.

“Ukraine has complied with the requirements of the Third Energy Package and has demonstrated that it is a responsible and reliable partner for the EU,” he wrote.

Kobolyev thanked the president, the government, the Verkhovna Rada, the National Commission for State Regulation of Energy and Public Utilities and all involved in the process “for freedom and well-coordinated laborious work aimed at the result that has been achieved over the past six months.”

He also noted that “Naftogaz has ceased to be a shareholder in the GTS operator. We will be its major client and are ready to continue joint support of initiatives aimed at developing a competitive and transparent gas market”.

As Ukrinform reported, on December 7, 2019, the Secretariat of the Energy Community on December 17 issued the positive conclusion on the certification of LLC GTS Operator of Ukraine as an operator of the gas transmission system.

On December 24, 2019, the National Commission for State Regulation of Energy and Public Utilities finally certified LLC GTS Operator of Ukraine and issued a license to the new operator of the gas transmission system to carry out economic activities for natural gas transportation from January 1, 2020.

JSC Ukrtransgaz increased the authorized capital of LLC GTS Operator of Ukraine to UAH 3.8 billion.

On December 30, 2019, Ukraine signed a transit contract, which consists of three documents: an interconnection agreement between the GTS Operator of Ukraine and Gazprom, an agreement on the organization of transit between Naftogaz and Gazprom, a settlement agreement between Naftogaz and Gazprom according to which both parties abandon mutual claims under the 2009 contracts.
