Honcharuk suspects FSB of blocking unbundling in Ukraine

Ukrainian Prime Minister Oleksiy Honcharuk has said that the unbundling of the Ukrainian gas transit system can be blocked in the Verkhovna Rada through the work of the Russian Federal Security Service (FSB).

He said this from the parliament's rostrum on Friday, November 15, according to an Ukrinform correspondent.

"The Russians do not want us to prepare our gas transmission system and our operator for a contract extension. Look at the remark made by Mr [Russian President Vladimir] Putin yesterday. He said, 'Yes, we are ready! Cheap gas for Ukraine, transit, of course. But Ukrainians will not be able to prepare the transit system'," Honcharuk said.

He recalled that the Verkhovna Rada voted in favor of unbundling in late October.

"After that, some deputies blocked the decision with their resolution and bothered us with all sorts of intricate amendments. [...] Do not be manipulated. I have a suspicion that the FSB is working here, friends. But we have to make separate conclusions in this regard," Honcharuk said.

According to him, the government, the parliament, and European partners were looking for acceptable formulations for the bill.

"Tonight we received the last confirmation letter from the Europeans. We tried to find the wording that would not cause any doubt - the Ukrainian gas transit system remains wholly owned by Ukraine," the prime minister said.

On October 31, the Verkhovna Rada approved at second reading and as a whole Bill No. 2239-1 on the introduction of amendments to some laws of Ukraine regarding the separation of natural gas transportation activities.
