Naftogaz responds to Kremlin's ultimatum on gas talks

NJSC Naftogaz of Ukraine has described a statement by Russian presidential spokesman Dmitry Peskov on gas transit talks as "Russian style."

The Ukrainian company posted a respective comment on its Twitter account.

"So it boils down to this: no transit deal negotiations until we stop enforcement of $3bn under a completed arbitration and drop other claims in Stockholm - Putin's speaker Peskov. Welcome to commercial negotiations, Russian style," the tweet reads.

Peskov earlier told reporters that Russia and Ukraine would not reach an agreement on gas transit until litigation between Naftogaz and Gazprom is terminated.

"Continuing to engage in arbitration, putting forward any claims in arbitration makes it virtually impossible to reach an agreement," he said.

Russian President Vladimir Putin said in Budapest on October 30 that Russia and Ukraine should nullify their mutual legal claims regarding a gas dispute and that Gazprom was ready to supply natural gas to the Ukrainian side at a price much lower than it currently pays via "false" reverse gas flows.

Gazprom's debt to Naftogaz has increased by $3 billion according to a ruling of the Arbitration Institute of the Stockholm Chamber of Commerce.

On November 2, 2019, Naftogaz filed a lawsuit against Gazprom with the Stockholm arbitration court for the amount of about $12 billion ($2 billion for the transit fee not received and $10 billion as compensation for the failure to use the Ukrainian gas transmission system).

In a new lawsuit against Gazprom, Naftogaz will require the revision of gas transit tariffs from March 2018 to December 2019 and the payment of the "accelerated amortization" of the gas transmission system if gas transit is halted from January 1, 2020.
