Losses from Russia’s aggression: Ukraine counts on support of world audit leaders

Chairman of the Accounting Chamber of Ukraine Valeriy Patskan called on all the higher financial control bodies, which have the experience of calculating the losses caused by war, to assist Ukraine in analyzing the damages caused by Russian military aggression.

Patskan made the relevant statement at the conference in Warsaw "The role and challenges of public audit in the modern world", addressing, in particular, the leadership of the International Organisation of Supreme Audit Institutions (INTOSAI), the European Organization of Supreme Audit Institutions (EUROSAI), etc., the press service of the Accounting Chamber of Ukraine reports.

"Ukraine will necessarily calculate all the losses and damages incurred by Russia. We have to know how much Ukraine has lost due to the annexation of Crimea and the occupation of Donbas; how many people have been killed, how many have been wounded, how many have become internally displaced persons; how many houses have been destroyed, how many our plants and other enterprises have been taken away, how much our resources have been used and what losses the environment has suffered. I want to appeal to INTOSAI, EUROSAI and all the higher financial control bodies, which have experience of calculating the losses and damages caused by the war, to assist Ukraine in analyzing the losses incurred by the Russian military aggression. We count on your experience and your specialists," the chairman of the Accounting Chamber emphasized.

He noted that the higher audit body was also a litmus test for the level of organization of the statehood itself. "There are countries without kings, there are countries without parliaments, there are countries without central banks or without an army. However, there is no country in the world without a higher financial control body," Patskan noted.

In this context, he said, enhancing the level of organization is a top priority for all the higher financial control bodies in the modern world. In particular, the Accounting Chamber of Ukraine currently undergoes the process of upgrading to be up-to-date and effective.

"One of my first decisions as the chairman [of the Accounting Chamber] was to carry out a functional assessment of the Accounting Chamber. It was done by the international team of experts from the National Audit Office of the United Kingdom with the participation of specialists from Poland and Germany. The assessment showed that what direction we should move in and what should be changed," Patskan added.
