State Regulatory Service fails to agree on Cabinet’s resolution on raising gas prices

The State Regulatory Service of Ukraine has failed to agree on a draft resolution of the Cabinet of Ministers on raising the gas price for the population.

The relevant decision as of October 26 is posted on the website of the State Regulatory Service.

“The adoption of the draft resolution in the submitted edition can lead to monopolization of the natural gas market of NJSC Naftogaz of Ukraine, Ukraine’s failure to fulfill its obligations under the agreement on the establishment of the Energy Community,” the State Regulatory Service reports.

It is noted that the document lacks an analysis of the regulatory impact on the market environment, ensuring the rights and interests of business entities, citizens and the state, as well as explanations for the compliance of the draft with the regulatory policy principles.

According to the State Regulatory Service, the government should indicate the objectives of state regulation, the expected results from the decree, the mechanisms and measures that would ensure the achievement of goals, etc.

It is also noted that, each project should be made public in line with the law on regulatory policy "so that to receive comments and suggestions from individuals and legal entities, their associations."

In addition, the State Regulatory Service concluded that the new edition of the resolution on raising gas prices "does not meet the previously achieved balanced agreements between the participants of the natural gas market."

As Ukrinform reported, the Cabinet of Ministers on October supported the increase in natural gas prices for the population in Ukraine by 23.5% from November 1.
