Lottery market in Ukraine is unregulated, Finance Ministry admits

A de facto illegal gambling market and a semilegal lottery market exist in Ukraine now.
Deputy Finance Minister of Ukraine Serhiy Marchenko said this in an interview with the Apostrophe media outlet.
"The situation is very complicated. In fact, we have an unregulated market, I call it so," he said.
The deputy minister also emphasized that the Ministry of Finance lacks powers to solve the problem of the illegal gambling market.
"There is a certain social problem, but the Ministry of Finance lacks powers to solve it. The essence of the problem is that we have a de facto illegal gambling market, which is de jure unlawful, and a semilegal lottery market," Marchenko said.
He explained that the Ministry had elaborated a bill to solve this problem but it had not gained support in the parliament.
