Zelensky orders simplification of rules for crossing checkpoints in Donbas
The decree to that effect, No. 738/2019 of October 7, has been published on the website of the head of state.
The document was signed "for the creation of conditions for citizens crossing and vehicles passing through the Siverskyi Donets River in the Stanytsia Luhanska district of Luhansk region, ensuring the restoration of a destroyed bridge, as well as the proper arrangement of the Stanytsia Luhanska entry and exit checkpoint and other entry and exit checkpoints."
In particular, the president instructed the Cabinet of Ministers to take measures to clearly regulate the issues of arrangement, maintenance and functioning of entry and exit checkpoints at which measures are taken to control the entry and exit of persons, vehicles and goods that are being moved to and from temporarily occupied territories.
The head of state also instructed the government to consider facilitating the entry of persons, the transfer of goods to temporarily occupied territories in Donetsk and Luhansk regions and the exit of persons, the transfer of goods from such territories, as well as organizing the provision at entry and exit checkpoints of medical aid, assistance in transporting disabled persons and other low-mobility groups.
The Cabinet of Ministers should also ensure the improvement of traffic conditions and traffic safety by performing repair work on public roads H-21 Starobilsk-Luhansk-Khrustalnyi-Makiivka-Donetsk (at the Starobilsk-Shchastia section) and T1306 Severodonetsk-Novoaidar.
In addition, the head of state instructed the General Staff and Luhansk Regional State Administration to take immediate measures related to the reconstruction of the destroyed bridge over the Siverskyi Donets River in the Stanytsia-Luhanska district of Luhansk region by November 27, 2019, as well as the equipment of the Stanytsia Luhanska entry and exit checkpoint.
