Police uncover UAH 25M embezzlement scheme for electricity supply to AFU

Ukraine’s National Police have exposed a scheme involving the embezzlement of UAH 25 million allocated for electricity supply to the Armed Forces. The scheme implicated a former head of housing and maintenance departments in two regions and the director of a company under their control.

The National Police of Ukraine reported this, according to Ukrinfrom.

“They illegally appropriated funds under the pretext of alleged ‘market fluctuations’ in electricity prices,” the National Police statement said.

The investigation revealed that the former department head, who previously held similar positions in two regions, signed multiple contracts with the controlled company to supply electricity to military units.

According to investigators, contract terms were later altered without objective reasons, and the price of electricity was artificially inflated under the guise of “market fluctuations.”

“In this way, the scheme’s organizers illegally seized UAH 25 million intended for the AFU support,” the police explained.

Authorities have gathered evidence and formally notified both the ex-department head and the company director of suspicion. Their actions have been classified under Part 5 of Article 191 (misappropriation or embezzlement of property on a large scale) and Part 4 of Article 425 of the Criminal Code of Ukraine (negligent treatment of military service).

The question of preventive measures for the suspects is currently being considered.

The articles carry a penalty of up to 12 years in prison, with the possibility of losing the right to hold certain positions or engage in certain activities for up to three years, as well as property confiscation.

Previously, prosecutors submitted charges in defense-related embezzlement cases totaling UAH 248 million. According to Ukraine’s Security Service, a brigade financier in Kyiv region was also embezzling funds intended for drone purchases.
