The Ministry of Defense, together with the General Staff of the Armed Forces of Ukraine, is launching the “Logistical Lockdown” program and scaling up “middle strike” operations against the Russian army’s rear.

According to Ukrinform, Ukrainian Defense Minister Mykhailo Fedorov announced this on Facebook.

“We are launching a separate ‘Logistical Lockdown’ program to scale up middle strikes and systematically destroy Russian capabilities in the operational depth. Our task is to further intensify pressure on the Russians in the rear and deprive them of the ability to conduct active assault operations,” Fedorov stated.

According to him, Ukraine has recently been gradually regaining the initiative on the front lines. The cost of advancing for the Russians is constantly rising. While in October the enemy lost 67 soldiers per square kilometer of advance, in April that number had risen to 179.

Fedorov noted that Russia is suffering record losses: over 35,000 soldiers killed or seriously wounded each month—and the Ukrainian army continues to pick up the pace.

“Over the past few months, we have quadrupled our destruction of enemy logistics, warehouses, equipment, command posts, and supply routes in the operational depth. A clear pattern is already emerging in the dashboards: the more Russian logistics we destroy, the fewer assault operations take place on the front lines,” Fedorov emphasized.

According to him, one of the key factors behind this change was strategic decisions to scale up middle strike capabilities. After Starlink was taken offline for the Russians, this became yet another factor in Ukraine’s technological advantage on the battlefield.

“Therefore, our task now—in accordance with the President’s directive—is to scale up middle strike capabilities as much as possible and, in coordination with the military, create a complete logistical lockdown for the enemy. As part of the first phase of the program, the Ministry of Defense, together with the General Staff, has allocated an additional 5 billion hryvnias directly to the military for the procurement of modern middle strike assets,” Fedorov emphasized.

The funds will go to the most effective brigades and units under the eBaly system—teams that specialize in destroying the enemy at operational depth and demonstrate the best results in this area. The first units have already received the funds, and direct procurement has already begun.

“In parallel, as part of the program’s second phase, we are launching centralized tenders for the procurement of a large batch of middle strike capabilities. Open tenders are not just about speed and scaling up production. They also mean competition among manufacturers, minimizing corruption risks, transparency, and the effective use of public funds,” the defense minister emphasized.

In his view, the results of centralized middle-strike procurement will already be felt on the front lines this summer.

“The enemy will no longer feel safe even at a great distance from the line of combat,” Fedorov added.

As reported by Ukrinform, the Ministry of Defense has signed contracts to supply the Ukrainian Armed Forces with a record number of long-range 155-millimeter artillery shells.
