Restoring Kherson CHPP in its current state pointless, regional chief says

Restoring the Kherson Combined Heat and Power Plant (CHPP) in its current condition is pointless, as it no longer meets modern requirements. Instead, decentralizing heat supply is necessary.

Oleksandr Prokudin, Head of the Kherson Regional Military Administration (RMA), said this in an interview with Ukrinform.

“We need to decentralize heat supply, build small modular boiler units, and distribute them so that they serve specific ‘islands.’ In my opinion, restoring the CHPP in its current state makes no sense – it does not meet modern standards and remains a vulnerable facility. It is pointless to invest significant funds in one large plant – we can never fully protect it,” Prokudin said.

According to him, a preliminary plan envisions installing 59 modular boiler units across different districts of Kherson. Thirty-two of these boilers would take over the responsibilities of the CHPP, while the remainder would serve Khersonteploenergo. Their capacity would range from 0.2 to 5 MW.

As reported by Ukrinform, the Kherson CHPP was almost completely destroyed during a massive Russian attack on December 3, 2025, with several station workers injured.
