Rutte says 90% of air defense missiles delivered to Ukraine came through PURL

According to an Ukrinform correspondent, Rutte made the statement during a session of the Verkhovna Rada, Ukraine's parliament, on Tuesday.

He noted that millions of euros from allies and partners were channeled through the PURL mechanism. He added that since last summer, 75% of all missiles delivered to Ukraine for use at the front and 90% of those used to protect the country's airspace had come via PURL. He stressed that NATO understood the urgent need for more supplies and was constantly working to ensure that further deliveries continued both through PURL and other available channels.

Rutte also said that NATO continued to encourage allies, including on a bilateral basis, to assist Ukraine with its air defense needs.

Earlier reports said that financing for the PURL program, through which Ukraine purchases weapons from the United States, would be a key topic at the next meeting in the Ramstein format, scheduled to take place at NATO headquarters in Brussels on February 12.

PURL is a joint U.S.-NATO program launched in 2025 to speed up the delivery of critically important U.S.-made weapons and equipment to Ukraine, under which partner countries finance purchases based on Ukraine's prioritized requirements list, coordinating contributions through a special NATO fund. This mechanism enables rapid delivery of needed weapons, including missiles for Patriot and HIMARS systems, directly from U.S. stockpiles, thereby strengthening Ukraine's defense.
