Russia considers options to strike substations of Ukrainian nuclear power plants – HUR

Russia is considering options to strike substations that ensure the operation of Ukrainian nuclear power plants.

According to Ukrinform, the Main Intelligence Directorate (HUR) of the Ministry of Defense stated this on Facebook.

"In order to force Ukraine to sign unacceptable capitulation demands to end the war, the aggressor state Russia is considering the option of attacking strategic energy system facilities of our country – namely, electricity transmission substations that ensure the operation of Ukrainian nuclear power plants," the intelligence report said.

The HUR noted that as part of its pressure campaign, Moscow also plans to intensify intimidation of European countries and the West in general in order to curb support for Ukraine, including its ability to repel Russia's terrorist aerial strikes on critical energy infrastructure facilities.

"By destroying or disabling these substations, Moscow seeks to disconnect NPP power units from Ukraine’s integrated power system so that Ukrainian civilians are left totally without electricity and heating," the HUR emphasized.

As of mid-January 2025, Russia had conducted reconnaissance of ten such critical energy infrastructure facilities in nine regions of Ukraine.

"The Kremlin's intentions to attack substations in order to destroy generation at Ukraine's nuclear power plants in such a hybrid way once again testify to the genocidal nature of Russia's war against Ukraine," the HUR stressed.

As Ukrinform previously reported, the most difficult energy supply situation at present is in Kyiv and Kyiv region.
