Massive Russian attack on energy sector: State-level emergency declared in Odesa region
Oleh Kiper, head of the Odesa Regional Military Administration, announced this on Telegram, according to Ukrinform.
"The emergency situation resulting from the enemy's massive attack on energy infrastructure in the Odesa region has been granted the status of a state-level emergency. The relevant decision was adopted at a meeting of the Commission on Technogenic and Environmental Safety and Emergency Situations at the Odesa Regional Military Administration," Kiper said.
He noted that the decision was based on the consequences of the Russian attack on energy facilities, which led to a prolonged disruption of normal living conditions – lasting more than three days – for over 50,000 residents of the region.
By a separate decision, the commission instructed heads of military administrations, community leaders, and the National Police to carry out preventive and explanatory work with business owners on the need to minimize the use of illumination and decorative lighting in order to save electricity for the population and critical infrastructure facilities.
In addition, the commission decided to allocate additional funds from the reserve fund to local communities to replenish fuel and lubricants supplies to ensure the uninterrupted operation of generators powering critical infrastructure facilities, including hospitals, educational institutions, "points of invincibility," and other vital establishments.
Earlier reports said that energy workers had restored the power supply to nearly 583,700 consumers in the Odesa region following the massive attack on December 13.
