Former senior Energoatom official served notice of suspicion for misappropriating company funds

Prosecutors have notified the former Acting First Vice President of the State Enterprise NNEGC Energoatom that he is suspected of misappropriating company funds.  

This was reported by the press service of the Office of the Prosecutor General, Ukrinform notes.

It was established that in August 2022, the official signed a compulsory civil liability insurance contract for nuclear damage for SE NNEGC Energoatom, under which the insurance premium amounted to 105.6 million hryvnias. Later, an additional agreement increased this premium.

At the same time, according to the tariff calculation procedure approved by a government resolution, it should have been almost 18.6 million hryvnias less than the amount stipulated in the additional agreement.

After the agreement was signed, the funds were transferred to the insurance company's bank account. Later, through 106 transactions, the money was transferred to the accounts of other smaller insurance companies and then withdrawn in cash through companies with signs of fictitious activity, after which it was distributed among the participants of the scheme.

It is noted that in April 2023, the National Bank of Ukraine revoked the license of the insurance company with which the state enterprise had concluded a multimillion-hryvnia agreement due to non-compliance with the legal requirements of its ownership structure.

Its founder is a Cypriot company established by another Cypriot company. Through a chain of agreements and firms, the ultimate beneficial owner is a citizen of the Republic of Armenia with close ties to one of Russia’s largest insurance companies, RESO-Garantia.

The former official of SE NNEGC Energoatom, who also previously served as First Deputy Minister of Energy of Ukraine, has been notified of suspicion under Article 191, Part 5, of the Criminal Code of Ukraine.

His actions have been characterized as the misappropriation of property by an official abusing their position, committed in vast amounts and through prior conspiracy by a group of persons.

As reported earlier, Prosecutor General Ruslan Kravchenko stated that law enforcement officers in Kyiv had detained the former Acting First Vice President of SE NNEGC Energoatom, who had previously held the position of Deputy Minister of Energy of Ukraine.
