Nearly 160 Russian oil facilities struck in 2025, SSU Chief says

Head of the Security Service of Ukraine (SSU) Vasyl Maliuk stated that since the beginning of the year, 160 Russian oil production and refining facilities have been successfully targeted, including 20 such sites in September and October.

He made the remarks during a joint briefing with President Volodymyr Zelensky, an Ukrinform correspondent reports.

“Since the start of the year, there have been nearly 160 successful strikes on oil production and refining facilities. In September and October alone, there were 20 targets, including six oil refineries, two oil terminals, three fuel depots, and nine pumping stations,” Maliuk said.

According to him, these operations have caused over a 20% shortage in Russia’s domestic fuel market, 37% downtime of the country’s refining capacity, shortages of fuel in 57 Russian regions, and a ban on gasoline exports until the end of the year.

“Clearly, we are not stopping at these achievements. There are many fresh ideas and approaches in this work — new equipment, new combat units, and new communication methods,” the SSU chief emphasized.

He also noted that Russia’s air defense systems remain a priority target.

“The most challenging targets for our long-range drones are their Pantsir systems. From the beginning of 2025 until today, we have destroyed 48% of enemy Pantsirs. This remains a priority set by the President. Russia produces 30 of these per year, but the number we destroy far exceeds their production,” Maliuk added.

As previously reported, overnight on October 23, Ukraine’s Defense Forces struck the Ryazan oil refinery and an ammunition depot in Russia.

Earlier, on October 16, Ukrainian forces targeted the Saratov oil refinery, and on October 13, the SSU and Special Operations drones struck the Feodosia marine oil terminal and several power substations in temporarily occupied Crimea, damaging 11 fuel tanks, ten of which were filled.
