New EU-led reconstruction program launched in Ukraine
A new program for Ukraine’s recovery, EU4Reconstruction, has officially been launched in Kyiv. The program is a joint initiative of the European Union, Denmark, Germany, France, and Lithuania.
According to the Ministry for Development of Communities and Territories of Ukraine, the program is designed to ensure professional, transparent, and sustainable management of reconstruction, reduce corruption risks, and build public trust.
“EU4Reconstruction will provide the Ministry, the State Agency for Restoration, and municipalities with the tools and skills needed not only for rebuilding but also for advancing Ukraine’s EU membership path. Transparency, accountability, and citizen participation will remain at the core of this effort,” said Pierre-Yves Bello, Deputy Head of Cooperation department at the EU Delegation to Ukraine.
First Deputy Minister for Development of Communities and Territories Aliona Shkrum stressed that despite the ongoing war, Ukraine has already made significant progress.
“In the next three years, we will restore critical and social infrastructure across the country. No goal is too ambitious for Ukraine today. Together, united, we will achieve them and prove that Ukraine’s future lies in a strong, united Europe,” Shkrum emphasized.
The EU4Reconstruction program will run from 2025 to 2028 with a total budget of €37.5 million. Implementing partners include GIZ, Expertise France, the Danish Ministry of Foreign Affairs, and Lithuania’s Central Project Management Agency (CPVA).
The initiative will focus on reforms in public investment, the construction sector, and civic participation in monitoring reconstruction, aligning Ukraine’s rebuilding process with EU standards.
