Government to raise teachers’ salaries by 30% from January 2026, another 20% from September
The Cabinet of Ministers of Ukraine has decided to increase the salaries of teaching staff by 30% starting January 2026, with an additional 20% raise planned from September.
Prime Minister Yuliia Svyrydenko announced this on Telegram, according to Ukrinform.
“The government is gradually raising wages in education to make the teaching profession more competitive. School education must remain safe and of high quality, even under conditions of full-scale war. This is one of the government’s key priorities,” Svyrydenko said.
She confirmed that teachers’ salaries will increase by 30% from January 2026.
Funding for the first eight months of 2026 has already been allocated in the budget. UAH 91.8 billion of educational subsidies have been distributed to local budgets, with an additional UAH 21.4 billion redirected to ensure the pay increase without raising the overall state budget expenditures.
“The next stage, from September 2026, will see an additional 20% increase in salaries,” the prime minister emphasized.
Monthly bonuses for teachers have also been funded.
Over 409,000 educators will receive monthly supplements for working under adverse conditions from January to August 2026, including 25,500 in frontline communities. UAH 10.37 billion has been allocated for this within the Ministry of Education and Science’s budget.
At the same time, the Ministry is updating educational programs and introducing modern practices within the New Ukrainian School framework, ensuring that financial measures directly improve education quality.
Additionally, the procedure and conditions for providing subsidies to equip shelters have been updated to increase the efficiency of shelter arrangements in general secondary education institutions.
Specifically, the state will now finance facilities that are at least 60% ready (instead of 40%), without increasing project costs from the state budget.
The allocation of new facilities will follow limits based on security risk levels in education: very high – 40%, high – 35%, moderate and satisfactory – 25% (the share for territories with moderate and satisfactory risk levels has increased significantly from 10% to 25%), Svyrydenko added.
As reported, in the draft 2026State Budget, expenditures for raising teachers’ salaries were increased by UAH 4.8 billion before the second reading.
