Compensation for service members to remain unchanged in 2026, but enhanced contracts to be introduced – Shmyhal

The 2026 state budget does not provide for an increase in monetary compensation for service members. At the same time, improved conditions for contract service are planned.

According to a Ukrinform correspondent, Minister of Defence Denys Shmyhal announced this during the Government Question Time in the Verkhovna Rada.

“The draft budget does not provide for an increase in monetary compensation in 2026. We envisage the introduction of a new, contractual form that will include improved conditions for all service members. In particular, active service members will have the opportunity to sign contracts under the new format and receive higher payments under them,” Shmyhal stated.

As reported by Ukrinform, according to Shmyhal’s remarks during the Government Question Time in the Verkhovna Rada, service members’ salaries are being paid in full and on time, and this trend is expected to continue in 2026.
