Government simplifies issuance of temporary residence permits for foreigners

The Government of Ukraine has approved a draft resolution to simplify applying for a temporary residence permit for certain categories of foreigners.

The relevant resolution was adopted at the Cabinet’s meeting on October 9 without discussion, an Ukrinform correspondent reported.

"The purpose of the draft resolution is to simplify the procedure for submitting documents to obtain a temporary residence permit for those categories of foreigners who had grounds to obtain such a certificate during their temporary stay in Ukraine. Such foreigners will be able to apply for a certificate without leaving Ukraine,” the explanatory note to the document reads.

As noted, the foreigners, who, in accordance with Ukraine’s laws and international treaties, are not required to obtain a long-term visa to get a temporary residence permit and have received a document that is the basis for a temporary residence permit, have to leave Ukraine and enter its territory to submit the documents to the State Migration Service of Ukraine.

Therefore, the changes proposed by the draft resolution will allow certain categories of foreigners, who have grounds for obtaining a temporary residence permit under Parts 4-15 of Article 5 of the Law of Ukraine "On Legal Status of Foreigners and Stateless Persons" during their temporary stay in Ukraine, to submit documents for the issuance of a certificate without leaving Ukraine upon condition that they stay in Ukraine legally and comply with timeframes required for consideration of temporary residence permit applications and their issuance, established by Ukrainian law.
