Regional Development Ministry, Donor Board agree on joint tasks to implement decentralization

The Ministry of Regional Development, Construction, Housing and Utilities and the Donor Board on decentralization reform have agreed joint tasks for carrying out the second phase of decentralization, according to the Decentralization portal.

In particular, it concerns bills that regulate principles of the administrative and territorial organization of Ukraine and determine an authority to decide on the territories of communities of villages, settlements, and cities.

“There are a number of other draft laws. Some of them have long awaited for parliamentary consideration, some remain at the stage of their approval by the government. A number of draft laws are being developed. But it will be difficult to move forward without determining the legal framework of the administrative and territorial structure and competent authority to determine the territory of communities of villages, settlements, and cities. Moreover, this year national elections will be held twice – first presidential, and then parliamentary ones,” said First Deputy Minister of Regional Development Viacheslav Nehoda.

Representatives of the international community expressed their willingness to further implement decentralization reform in Ukraine and supported the relevant action plan. They also stressed the need for further close cooperation with the parliament.

The next meeting of the Donor Board is scheduled for the third decade of May.
