European Parliament comments on EU-Ukraine association agreement implementation - draft report

The European Parliament positively assesses Ukraine’s implementation of the EU-Ukraine Association Agreement, noting the need for completing the ongoing reforms.

This is stated in the draft report, prepared by Michael Gahler, the European Parliament’s Committee on Foreign Affairs member from Germany, Brussels-based Ukrinform correspondent reports.

"The findings of the Foreign Affairs Committee provide a positive image of the implementation of the Association Agreement with Ukraine despite a number of shortcomings that Ukrainian authorities still need to address," Gahler states.

 As noted, there have been positive developments in many areas, notably judiciary, decentralisation, energy, health, pension and education.

However, the Foreign Affairs Committee highlights its concerns about a proper functioning legal framework to fight corruptions, including institutions, financial transparency and audit; finalisation of the decentralisation reform; lack of efforts in de-Oligarchisation and privatization.

The European Parliament calls on the Ukrainian authorities to complete the ongoing reforms as well as to lift the e-declarations for NGOs activists, provide full independence of the prosecutor general and rapidly establish the High Anti-Corruption Court.

The European Parliament intends to vote on the resolution on Ukraine's implementation of the Association Agreement with the EU at the plenary session in autumn.
