Regional governors must submit 2026-2027 resilience plans – Kuleba

Each head of a regional military administration must submit, within two weeks, a regional resilience plan for 2026-2027, detailing specific facilities, capacities, reserves, funding, and implementation timelines.

According to Ukrinform, Deputy Prime Minister for Restoration and Minister for Communities and Territories Development Oleksii Kuleba said this on Telegram.

He noted that during a meeting with heads of regional military administrations, participants discussed a key issue – preparations for the 2026-2027 autumn and winter period and the overall resilience of critical life-support systems: heating, water supply, electricity, transport, hospitals, and social infrastructure – systems that must function even during attacks and blackouts.

Each regional military administration head must submit a resilience plan within two weeks, specifying concrete facilities, capacities, reserves, funding sources, and an implementation schedule. The plans will be submitted for approval to the president and prime minister.

"The country must get through the next winter stronger. We are working together with the government, concerned ministries, and the regions on the necessary decisions," Kuleba said.
