Ukraine secures record $45B in security assistance in 2025 – up nearly 30%

Ukraine managed to secure more than $45 billion in international security assistance in 2025. This is the highest figure since the start of Russia’s full-scale invasion.

According to Ukrinform, this was reported on Telegram by Ukraine’s Minister of Defense Denys Shmyhal.

“Our country succeeded in attracting over $45 billion in assistance – the highest amount since the beginning of the full-scale war and almost 30% more than last year,” Shmyhal said.

According to him, the key areas of support in 2025 included weapons and ammunition; the development of air and missile defense; investments in joint production and procurement for Ukraine’s defense industry; as well as training, repairs, technical support, and logistics.

It is noted that more than $6 billion was allocated to the development of Ukraine’s defense-industrial complex, including within the framework of the so-called Danish model. Nearly $3 billion was provided to Ukraine from the proceeds of frozen Russian assets in the EU and the United Kingdom.

“These funds are being directed toward the procurement of weapons and the development of the defense sector,” the minister assured.

Shmyhal also emphasized that international support for Ukraine is becoming long-term and systemic. This, he said, is key to deterring Russian aggression, strengthening Ukraine’s defense capabilities, and ensuring a just peace in Europe.

As reported by Ukrinform, starting January 1, all military procurements will be carried out by the Unified Defense Procurement Agency of the Ministry of Defense of Ukraine.
