Power outages reported in Kyiv and five regions following Russian strikes on energy facilities

During the night of November 24–25 and into the morning, Russia carried out a large-scale missile and drone attack on energy facilities in several regions, leaving consumers without electricity in the Odesa, Dnipropetrovsk, Chernihiv, Kharkiv, Kyiv regions and the city of Kyiv.

NPC Ukrenergo reported this on Facebook, according to Ukrinform.

“At night and in the morning, the enemy carried out another — the sixth in the past two months — massive missile and drone attack on energy facilities in several regions. As a result, consumers in the Odesa, Dnipropetrovsk, Chernihiv, Kharkiv, Kyiv regions and Kyiv city are without power. Power engineers are doing everything possible to restore damaged equipment and reconnect all affected customers as quickly as possible,” the statement reads.

As a result of today’s and previous large-scale attacks, emergency outages were applied in Kyiv, as well as in the Kharkiv, Poltava, and Sumy regions. Going forward, restrictions in these regions will be replaced with an increased volume of scheduled hourly outages compared to earlier forecasts. In other regions, scheduled outages will range from 0.5 to 2.5 stages.

Across all regions, maximum capacity restrictions are also in place for industrial consumers.

Electricity consumption continues to show an upward trend. On November 25 at 08:30, demand was 2.1% higher than at the same time the previous day (Monday). On November 24, the daily peak consumption was recorded during the day, 2.6% higher than the peak of the previous working day (Friday, November 21). The reason was the application of fewer restrictions compared to the end of last week.

Ukrenergo stressed that careful electricity use is still necessary, urging consumers to limit high‑power appliances and shift energy‑intensive activities to after 22:00.

The Ministry of Energy clarified that as of the morning of November 25, more than 40,000 consumers were without power in the Kyiv region, 20,000 in the Odesa region, 13,000 in the Chernihiv region, over 21,000 in the Dnipropetrovsk region, and more than 8,000 in the Kharkiv region. Restoration work is ongoing in all affected regions following the large-scale missile and drone attack on energy infrastructure.

As reported by Ukrinform, during the combined attack overnight on November 25, port and railway infrastructure also came under fire. In Kyiv, heating supply was partially disrupted. Strikes on critical infrastructure in the Odesa region left 140,000 subscribers without heating. Despite damage to railcars and contact networks, train operations remain unaffected.
