Cabinet of Ministers adopts Energy Security Strategy until 2025

The Cabinet of Ministers of Ukraine adopted the Energy Security Strategy until 2025.

The relevant decision was made at the Cabinet’s meeting on Wednesday, an Ukrinform correspondent reports.

The Strategy was drafted and adopted in pursuance of the decision of the National Security and Defense Council of September 14, 2020.

It is noted that Ukraine's energy security is inextricably linked with the success of European integration, synchronization of energy systems and markets with European ones, sustainable development of the energy sector.

At the same time, the Energy Ministry notes, Ukraine’s fuel and energy complex is in a critical condition. Its problems include synchronization of the Ukrainian energy system with the energy system of the aggressor state, construction of Nord Stream 2, deterioration of energy infrastructure, and high share of energy imports.

The threats to the power system are the following: cyber threats, pressure groups in the energy sector, opposition to the introduction of European rules in the sector, blocking the supply of resources, staff shortage, worn-out state of infrastructure, threats to the physical security of fuel and energy facilities, lack of strategic planning, etc.

In view of this, the Energy Security Strategy envisages three scenarios of development of the situation in the energy sector of Ukraine, including the scenario of "unfriendly influence" (lack of systemic changes in combination with the escalation of the conflict with Russia).

The Strategy implementation goals, in particular, are energy resources available to all consumers, sustainable energy sector, as well as the European integration of the energy sector.

The Ministry of Energy is entrusted with ensuring coordination and control over the Strategy implementation. The National Security and Defense Council and the Cabinet of Ministers will directly coordinate and oversee the implementation.

Financial support for the implementation of the Energy Security Strategy will be provided from the state and local budgets, as well as from other sources not prohibited by law.
