Minister Liubchenko: Investments in basic science and human capital are Ukraine’s drivers for coming years

Investments in basic science and human capital should become the main drivers for Ukraine in the coming years.

“Investments in basic science and human capital – in educational programs, health care, cultural heritage development, etc. – are Ukraine’s drivers for the coming years. Changing the economic model will require a change in management paradigm. We need to shift from focusing on policy mechanisms and tools towards focusing on goals and objectives,” First Deputy Prime Minister – Minister of Economy of Ukraine Oleksiy Liubchenko wrote in a column for ZN.UA, Ukrinform reports with reference to the Ministry’s press service.

According to Liubchenko, a high-tech sustainable economy needs to be supplemented by horizontal "focus" priorities, aimed at ensuring a change in the model of economic development.

“To do this, it is necessary to reconsider approaches to the components of economic development through science, innovation, production of goods with high added value. In particular, four groups of industries have been identified, the development of which will allow fulfilling the country's economic potential. These are the groups ‘Technological Production’, ‘Life Safety’, ‘Energy Security and Decarbonisation’, and ‘City of Masters’,” the First Deputy Prime Minister noted.
