Ukraine approves list of strategic enterprises not subject to privatization

Ukraine's Cabinet of Ministers has approved a list of strategic enterprises that cannot be privatized, Prime Minister Oleksiy Honcharuk has reported on Telegram.

"The government has approved a list of strategic enterprises that cannot be privatized. We have agreed on a respective draft law. Now it must be considered and approved by the Verkhovna Rada," Honcharuk wrote.

According to him, the enterprises that ensure energy independence and defense capability of the state, are natural monopolies or are of critical importance for society are not subject to privatization.

Honcharuk also said that the government intends to strengthen control over the proper use of property and effective management of strategic state-owned enterprises that are not subject to privatization.

The list of joint-stock companies, in the charter capital of which the share of state-owned corporate rights cannot be less than 50 percent +1 share and is not subject to privatization, includes, in particular, PJSC Naftogaz of Ukraine, PJSC Magistralni Gazoprovody Ukrainy (Trunk Gas Pipelines of Ukraine), Ukrtransgaz, PJSC Ukrnafta, JSC Ukrgasvydobuvannya, and JSC Ukrtransnafta.

The list also includes PJSC Kyiv Radar Plant, Research and Production Association Kyiv Automatics Plant, Mayak Plant, the Ukrainian Aviation Technology Research Institute, Scientific Research Institute of Electromechanical Devices.

In addition, Ukrzaliznytsia, Ukrposhta and JSC Hartron cannot be privatized.

The list of joint-stock companies, in the charter capital of which the share of state-owned corporate rights is 100%, as well as state-owned unitary and state-owned enterprises that are not subject to privatization, includes the Energoatom National Nuclear Energy Generating Company, Ukrhydroenergo, Ukrenergo National Power Company, Spetsoboronmash, Kharkiv Mechanical Plant, Proton Central Design Bureau.

The list also includes Antonov State Enterprise, Zhytomyr Armored Plant, Malyshev Plant, Kharkiv Armored Plant, and a number of other companies.
