PM Groysman: 68% of Ukraine’s population taking advantage of decentralization opportunities

At present, 68% of Ukraine's population take advantage of the opportunities provided by the decentralization reform.

"Today, 68% of Ukraine's population live in a new system of self-government and have new decentralization opportunities, while the remaining 32% do not have these opportunities. Therefore, our task is to create capable, united territorial communities on 100% of the territory of Ukraine," Prime Minister of Ukraine Volodymyr Groysman said at the meeting of the Association of United Territorial Communities, an Ukrinform correspondent reports.

He added that this task should be fulfilled in 2020.

As reported, on January 23, the Cabinet of Ministers of Ukraine, within the framework of strengthening local self-government capabilities, initiated the transition to a new stage of the decentralization reform, which provides for consolidation of the successes achieved, formation of capable communities, change in the territorial structure, clear division of powers and functions of control of different levels of government, as well as active development of local democracy forms. The goal of the new phase is to introduce and consolidate the changes by 2020 in order to hold the local elections already on a new legislative and territorial basis. As of now, 876 capable communities are formed in Ukraine, and the local budgets have grown significantly - up to almost UAH 234 billion.
