VR committee recommends MPs to adopt bill on new types of emission securities

The Verkhovna Rada Committee on Financial Policy and Banking recommends that the Verkhovna Rada should adopt the bill on financial instruments of banks, which introduces bank certificates.

"Members of the committee unanimously supported the bill, which, in their opinion, would contribute to the development of the capital market through the mobilization of financial resources and their effective use, introduction of a new type of financial instruments of banks in a non-documentary form, which is convenient and technological in its issue and circulation,” the VR information department reported.

In particular, draft law No.9034 proposes that bank certificates be introduced as a new type of emission securities that will be issued by banks. Bank certificates will combine the properties of a bank deposit and a security. Bank certificates may be discounted and Interest-earning, the VR information department added.
