Ukraine warns EU of Russia's refusal to comply with ruling of Stockholm arbitration court

Ukraine has officially warned the European Union of Russia's refusal to comply with the ruling of the Arbitration Institute of the Stockholm Chamber of Commerce on the gas transit.

"We have just sent a note to the EU on the use of an early warning mechanism to improve prevention and management in case of an energy crisis in accordance with Article 340 and Annex 26 of the Association Agreement. We also initiate the trilateral negotiations in the Ukraine-EU-Russia format to ensure the stability of gas supplies to Ukraine and the EU,” Deputy Foreign Minister of Ukraine Olena Zerkal posted on her Facebook page.

According to the diplomat, "the current actions of Gazprom regarding the non-fulfillment of its contractual obligations and refusal to implement the ruling of the Stockholm arbitration court pose a threat of an emergency in gas supplies to Ukraine and the EU."

According to Zerkal, Gazprom again shows its dishonesty and tries to let Ukraine down. At the same time, the Deputy Foreign Minister of Ukraine assured that the situation of 2009 would not happen again. "Stockholm, the Association Agreement and the gas market reform have completely changed the paradigm of relations with the Russian Federation in the gas area. Blackmail does not work anymore," Zerkal summed up.

As reported, the Arbitration Institute of the Stockholm Chamber of Commerce ruled that Russia's Gazprom pay NJSC Naftogaz of Ukraine $4.63 billion in compensation for failure to deliver the agreed transit gas volumes.

Following two arbitration proceedings, Gazprom owes Naftogaz $2.56 billion.

At the same time, the arbitration court rejected Gazprom's claims regarding the fines for the volumes of transit gas, allegedly taken by Naftogaz illegally.
