Suppliers of housing and utilities services obliged to credit saved amounts of subsidies into account of next payments - Social Policy Ministry

Suppliers of housing and utilities services are obliged to credit the amounts of subsidies saved by the citizens into account of payment for the services which will be rendered in the next payment periods, including the mandatory part of payment.

This information is posted on Government's portal with reference to the Social Policy Ministry.

"The amount of social standard subsidy that the government has provided to the citizens to pay for their public utilities, which was not used by the family in the past month in consequence to its saving of electricity, natural gas or water, has to be credited by the service supplier into payment for the services to be rendered in the next payment periods, including the mandatory part of payment," reads the statement.

The Social Policy Ministry explains that a public utility supplier should «ignore» a saved subsidy and make a different assessment of a due payment, it will mean that it acts in violation of current legislation (CMU resolution № 848 «On Simplifying the Procedure on Providing the Subsidies to the Citizens to be used as Compensation for Payment of their Public Utilities, Purchase of Liquefied gas, Solid and Liquid Household Fuel»).

"This means if the family used less than the social standard established amount, the next month this family has the right to use the saved amount into its next payments, including into a mandatory payment for public utilities," the Ministry informs.

Also, the amount of the saved subsidy does not affect the calculations for the amount of mandatory payment for public utilities.  As this payment is determined on the basis of aggregate family income and tariff information from public utilities suppliers, and shall not be subject to change during the subsidy receipt period.

"In case of such rights violations the Ukrainians can file their complaints to local authorities or local self-governance bodies. There, they will receive the help in resolving the situations with wrongful assessment of payments in cases where the household account includes the saved amount of subsidy," the Ministry emphasized.
