During her visit to Kyiv, Marta Kos, the European Commissioner for Enlargement, together with Deputy Prime Minister for the Restoration of Ukraine and Minister for Communities and Territories Development of Ukraine Oleksii Kuleba, visited the Lukianivka district of Kyiv, one of the areas hardest hit by Russia's large-scale attacks.

According to Ukraine's Ministry for Communities and Territories Development, the officials honored the victims of the overnight Russian attack of May 24, 2026, by laying flowers at a residential building on Dehtiarivska Street. This five-story apartment building suffered the most severe damage after being struck by a Russian Kh-101 cruise missile.

Kuleba said that near the Lukianivska metro station, where they were standing, the enemy had launched about six missiles one after another. He said that one missile had hit the Kvadrat shopping center and another had struck the market, adding that while the Russian attack had destroyed buildings, it had not destroyed a tradition. According to him, residents considered the market a symbol of the capital's resilience, and by the very next day vendors had returned, cafes had reopened, and businesses had resumed operations.

The Shevchenkivskyi district remains one of the most heavily affected areas of the capital. Since May 24, more than 720 applications for compensation for damaged housing have been submitted through the Ukrainian government's "eVidnovlennia" recovery program.

The parties discussed mechanisms for supporting affected citizens and the need for continued infrastructure reconstruction.

During their meeting, Kuleba and Kos also discussed railway sector reform, attracting financing for international technical assistance projects, support for the transport sector, and the Ukraine Transport Support Fund (UTSF).

They further discussed the initiative to establish a strategic platform called the Recovery Task Force, designed as a forum for cooperation among governments, international experts, urban planners, and investors to develop a long-term vision for Ukraine's reconstruction and development.

He also said that Ukraine's recovery could become the most ambitious transformation project in Europe, noting that the country was building new systems virtually from scratch and that it was important for them to be effective from the very beginning. He added that Ukraine invited the European Commission to become a key partner in this process.

As previously reported, the massive Russian attack on Kyiv during the night of May 24, 2026, involving more than 50 missiles and 700 drones, killed three people and injured more than 90 others.
